A steel takeoff measures what is on the drawings — every beam, column, brace, and plate, with sizes, lengths, and counts. An estimate takes those quantities and attaches money: material pricing, shop labor, coatings, freight, overhead, and margin. The takeoff answers "how much steel?"; the estimate answers "how much will it cost?"
The two words get used interchangeably in a lot of shops, and that sloppiness causes real problems — a PM asks for "the estimate" and gets a quantity list with no labor in it, or a takeoff service quotes "estimating" and delivers numbers nobody priced. Here's where the line actually sits, and how the handoff should work.
What is a steel takeoff?
A takeoff (also called a quantity takeoff, QTO, or material takeoff) is the process of extracting quantities from the contract drawings. For structural steel that means going sheet by sheet — plans, sections, details, and schedules — and recording every member: designation per the AISC Steel Construction Manual nomenclature (W12x26, HSS6x6x3/8, L4x4x1/4), count, length, grade, and anything that changes cost, like camber, galvanizing, or moment connections.
The output is pure quantity data. No dollars. A finished takeoff for a small commercial job might read: 42 pieces W12x26 totaling 1,180 ft, 18 pieces HSS6x6x3/8 totaling 310 ft, 96 pieces L3x3x1/4 totaling 480 ft, and so on, rolled up to a total tonnage — say 38.4 tons. The takeoff is also where most estimating errors are born. Nobody misprices a beam by 40% — they miss twelve of them on a roof framing plan, or read a schedule key wrong. Quantity errors flow straight through every downstream calculation, which is why disciplined shops treat the takeoff as its own quality-controlled step, not a warm-up for pricing.
What is a steel estimate?
An estimate is the takeoff plus everything that turns quantities into a sellable price:

Shop labor scales with piece count and complexity, not just weight: 40 tons of long simple beams and 40 tons of chopped-up miscellaneous framing are very different labor jobs. The estimator's judgment — production rates, waste factors, market pricing, risk — lives entirely in this stage.
So: takeoff is measurement, estimate is measurement times money plus judgment. A takeoff can exist without an estimate (a detailer or purchaser might only need quantities). An estimate cannot exist without a takeoff — or rather, it can, and those are the bids that lose shops money.
Where does the bill of materials fit?
The bill of materials (BOM) sits between the two. It's the takeoff organized into a structured, usable document: quantities grouped by shape and size, lengths listed for nesting and ordering, weights extended per line, grade and finish noted. Think of the relationship as a pipeline:
- Takeoff — raw extraction: what's on the drawings, sheet by sheet.
- BOM — the takeoff cleaned, grouped, and totaled into line items.
- Estimate — the BOM priced, with labor, coatings, freight, overhead, and margin added.
- Bid — the estimate packaged with scope qualifications and exclusions.
Some shops skip a formal BOM at bid stage and price straight off the takeoff sheet, then build the "real" BOM after award for purchasing. That works until a job is won and nobody can reconstruct what the bid actually included. Who does the takeoff and who does the estimate?
In a large fabricator, they can be different people. A junior estimator or takeoff technician does the quantity extraction; a senior estimator applies pricing, production rates, and bid strategy. Some shops outsource the takeoff entirely — outsourced takeoff pricing typically runs per sheet or per ton — and keep pricing in-house, because pricing knowledge is the competitive asset.
In a small shop, it's one person, often the owner, doing both on the same afternoon. That's workable, but it blurs the quality boundary: when measurement and pricing happen in one pass, a quantity mistake gets buried under pricing assumptions and nobody catches it until the material PO comes in heavy. How does the handoff work in a steel shop?
The handoff between takeoff and estimate is where information gets lost. A clean handoff carries more than tonnage:
- Quantities by line item — shape, count, total length, weight. Not just "38 tons."
- Complexity flags — moment connections, camber callouts, AESS, field welding, anything that moves labor hours.
- Assumptions and gaps — sheets that were illegible, schedule keys that didn't resolve, members counted "typical of" a detail. The estimator prices risk; they can't price risk they don't know about.
- Revision basis — which drawing set and date the quantities came from. Steel bids routinely price addendum 2 while the takeoff was done on the original issue.
A takeoff that arrives as a bare tonnage number forces the estimator to either re-derive the detail or bid blind. The best format is a line-item list traceable back to sheets — every quantity answerable with "where did this come from?" That traceability is also your defense in a bid review or a change-order fight, and it's what makes the estimate defensible later.
Why does the distinction matter commercially?
Because the two stages fail differently and get fixed differently. If your bids are losing on price, that's an estimating problem — your rates, your margin, or your market read. If your won jobs are coming in over on material, that's a takeoff problem — you're missing steel on the drawings.
